Where the last part is an acronym for the Terrorism Information and Prevention System, was a failed program designed by President George W. Bush to have United States citizens report suspicious activity. It came under intense scrutiny in July 2002 when the Washington Post alleged in an editorial that the program was vaguely defined, and investigative political journalist Ritt Goldstein observed in Australia's Sydney Morning Herald [1] that TIPS would provide America with a higher percentage of 'citizen spies' than the former East Germany had under the notorious Stasi secret police. TIPS was subsequently cancelled after concerns over civil liberties violations.

Goldstein later observed that he broke news of Operation TIPS on March 10th in Spain's second largest daily, El Mundo,[2] but that he struggled until July before finding a major english language paper which would print the story.

According to attorney Brian Glick in his book War at Home, the FBI used four main methods during COINTELPRO:

1. Infiltration: Agents and informers did not merely spy on political activists. Their main purpose was to discredit and disrupt. Their very presence served to undermine trust and scare off potential supporters. The FBI and police exploited this fear to smear genuine activists as agents.
2. Psychological Warfare From the Outside: The FBI and police used myriad other "dirty tricks" to undermine progressive movements. They planted false media stories and published bogus leaflets and other publications in the name of targeted groups. They forged correspondence, sent anonymous letters, and made anonymous telephone calls. They spread misinformation about meetings and events, set up pseudo movement groups run by government agents, and manipulated or strong-armed parents, employers, landlords, school officials and others to cause trouble for activists.
3. Harassment Through the Legal System: The FBI and police abused the legal system to harass dissidents and make them appear to be criminals. Officers of the law gave perjured testimony and presented fabricated evidence as a pretext for false arrests and wrongful imprisonment. They discriminatorily enforced tax laws and other government regulations and used conspicuous surveillance, "investigative" interviews, and grand jury subpoenas in an effort to intimidate activists and silence their supporters. [17]
4. Extralegal Force and Violence: The FBI conspired with local police departments to threaten dissidents; to conduct illegal break-ins in order to search dissident homes; and to commit vandalism, assaults, beatings and assassinations.[18][19][20] The object was to frighten, or eliminate, dissidents and disrupt their movements.

The FBI specifically developed tactics intended to heighten tension and hostility between various factions the black militancy movement, for example between the Black Panthers, the United Slaves and the Blackstone Rangers. This resulted in numerous deaths, among which were the United Slave assassinations of San Diego Black Panther Party members Jim Huggins, Bunchy Carter and Sylvester Bell.[21]

The FBI also conspired with the police departments of many U.S. cities (San Diego, Los Angeles, San Francisco, Oakland, Philadelphia, Chicago) to encourage repeated raids on Black Panther homes—often with little or no evidence of violations of federal, state, or local laws—which resulted directly in the police killing of many members of the Black Panther Party, most famously the assassination of Chicago Black Panther Party Chairman Fred Hampton on December 4, 1969. [22][23][24]

In order to eliminate black militant leaders whom they considered dangerous, the FBI conspired with local police departments to target specific individuals, [25] accuse them of crimes they did not commit, suppress exculpatory evidence and falsely incarcerate them. One Black Panther Party leader, Elmer "Geronimo" Pratt, was incarcerated for 27 years before a California Superior Court vacated his murder conviction, ultimately freeing him. Appearing before the court, an FBI agent testified that he believed Pratt had been framed because both the FBI and the Los Angeles Police Department knew he had been out of the area at the time the murder occurred. [26][27]

The FBI conducted more than 200 "black bag jobs",[28][29] which were warrantless surreptitious entries, against the targeted groups and their members.[30]

In 1969 the FBI special agent in San Francisco wrote Hoover that his investigation of the Black Panther Party (BPP) revealed that in his city, at least, the Black nationalists were primarily feeding breakfast to children. Hoover fired back a memo implying the career ambitions of the agent were directly related to his supplying evidence to support Hoover's view that the BPP was "a violence-prone organization seeking to overthrow the Government by revolutionary means".[31

Ernesto, I suspect you may have put this video up due to my recent uploading of a very large murder conspiracy.
I thank you for your research in such case's.
I am a victim of gang stalking.
I have been so busy trying to stay alive and secure evidence that I don't have the ability to look at my situation impartially.
The authority's here in portland oregon gave Clackamas Walmart permission to use Eric Carlson as a body double and they framed me as a pedophile, so I can relate how it is posible for some people to go postal.
I will not go postal on these murderers, I will prove to the world there guilty or die trying.
Those tactics mentioned on this video are what they are doing to me, but much worse.
At this time almost all apartments here at this apartment complex are being rented by people in authority and they are not hiding the fact that it is gang stalking with intent to kill. me.
I have them on audio files admitting there going to kill me.
I wish I could upload them on here but they wont up load I keep getting a YIKE'S message from this site when I try.
Ernesto, I uploaded a four part video of these murderers in actual gang stalking right out side my apartment.
It's boring to watch and hard to hear, but there outside my apartment using several kids and Eric Carlson as a body double to frame me as a pedophile.
You may have to turn your audio all the way up to hear them.
Everything being said on that four part video taking place outside my apartment had to do with them preparing to frame me and they were trying to lure me outside because they were going to shoot me.
They had those poor kids pre-coached to make me look like a bad guy and you can hear one of those kids admitting there being paid to make me look like a bad guy.
They don't care if I know because I have no way to get help.
The four part video is evidence of authority's gang stalking and caught in the act.
My daughters cat Lola just happens to go into the window and she opens the shade a little bit and you can see kids out in the parking lot playing.
And Eric Carlson walks past them carrying what looks like a camcorder bag and he was dressed up like I was that day.
The lady that walks past after that is the lady above the apartment I am in and she is in authority.
That lady can be heard on the video coaching those kids to slap my window screen.
There was a man outside I suspect is Eric Carlson's brother and he is in authority as well.
Ernesto, I was a regular plasma donor, my wife Joan Wagar A,K,A, Mrs Dash was poisoning me and my family.
Eric Carlson and Joan Wagar have relatives and friends in authority that gave permission to them to poison me and my family and to use Eric as a body double to frame me.
They litterally made a party out of it and these people are sick serial killers.
