In our CJS violent brutality by enforcers reflect the character of the actors.

I bow to no man; fbi/police/cia/soldiers bow to everyman of higher rank or standing. 
Thus, the moral quality of these bowing miscreants is an inescapable part of their *dirty character in all matters of social affairs, and they (the members of the entire criminal justice system ) are most often not equipped mentally to meet challenges with civility and grace and individuality.
